UPDATE: The answer is chapulines from Oyamel Cocina Mexicana on 7th and D, Washington D.C. What are chapulines you ask? Grasshoppers! What you see before you is a corn tortilla taco with sautéed grasshoppers, shallots, tequila and guacamole.
